There is a monumental infrastructure funding gap in the U.S. of approximately $4 trillion. The price tag is growing every day. Roads, bridges, ports (air and sea), schools, affordable housing, industries, rail lines, and broadband, etc. are badly in need of repair or creation. The National Infrastructure Bank (NIB) Act of 2025, (HR 5356) is designed to fill that funding gap. This bill was recently introduced into the 119th Congress to replace HR 5042 of the118th Congress, in order "to facilitate efficient investments and financing of infrastructure projects and new job creation through the establishment of a National Infrastructure Bank, and for other purposes."
I wrote about the establishment of this National Infrastructure Bank last February when the Bellingham City Council passed a resolution in support of the concept. The bill now has 42 sponsors of whom 33 are original sponsors. The complete list of cosponsors can be found here. "There are many urgent needs including bridges, roads, broadband, truly affordable housing, schools, rail and high speed rail, and much more. The NIB can cover all of these and build a 21st Century infrastructure like the rest of the world. The NIB will create over 20 million new, Davis-Bacon wage jobs, and build the economy. It has strong provisions for minority hiring and DBEs [Disadvantaged Business Enterprises]. It will require no new federal spending or federal taxes! It has been done before in U.S. history and built many long-lasting projects."
