Bellingham 25-03 is not a charter amendment, it is an initiative, so there won't be any Charter Commission meeting notes or videos about it.

The organization that collected the signatures to get Bellingham 25-03 on the ballot is called Community First Whatcom, and you can read more about it on their website here: https://www.communityfirstwhatcom.org/initiatives/25-03
