WWU Staff presentation to Board of Directors on S. College Drive

The staff presented this to the Board to back up their resolution to push the city to vacate S. College Drive.


A. Is South College Drive needed for present or future circulation purposes?

Hearing Examiner's position.
Yes, until an alternate rout on the east side of campus is in place.

WWU's position
No, with the completion of the improvements to Bill McDonald Parkway, South College Drive is not needed for present or future circulation purposes.

B. With the improvements scheduled for completion in 2002 is Bill McDonald Parkway/21st Street --- East College Drive an adequate alternate route as required by the IMP?

Hearing Examiner's position.
No, an east side route is contemplated by the IMP.

WWU's position.
Yes, Bill McDonald Parkway & East College Drive provides a more than adequate route to the east side until if/when another route is developed.

C. If the IMP requires an alternate route on the east side of campus, generally in the 25th Street area, should South College Drive be vacated prior to completion of studies, selection of a route and installation of improvements for the alternate route?

No, the IMP adopted in September, 2001, requires that an alternate east side route be in place prior to vacation.

WWU's position.
Yes, Bill McDonald Parkway ñ East College Drive satisfies the requirement for an alternate route.

D. Should South College Drive be vacated at this time, or retained, notwithstanding language of the IMP?

Hearing Examiner's Position.
South College Drive should be retained at this time, the IMP should be followed or amended.

WWU's Position
South College Drive should be vacated at this time in accordance with the IMP.
