| Memorandum of Agreement
Illegal Memorandum of Agreement between Western and City of Bellingham With Western Washington University playing the tune, Mayor Mark and his planning department crafted a Memorandum of Agreement (MOA). This allowed Western to piecemeal their campus projects without any public participation. Since the idea of a MOA was first brought forward, in 1998, Tip Johnson and John Servais have spoken out against this end run scheme. Now the Growth Management Hearings Board has declared that Tip and John are right - the MOA is illegal and prevented public input.
