The Irony of City Council Attitudes
Irony. Oh the beautiful irony of our city council. Monday evening they passed a city law banning all Marijuana business in Bellingham for a year - after the city voters passed approval of these businesses last fall by 66%.
Riley Sweeney has posted a very informative short analysis of this at his Political Junkie site. And he has quotes of lame excuses from several council members explaining their 7 - 0 vote. Council was simply intimidated by city staff.
You should know this item was not on the agenda. The city attorney gave each council member a copy of the proposed laws just before the meeting and no one said a thing about the new agenda item. At 8:50 pm they took up the issue, recessed for a few minutes so they could each read the ordinance for the first time, and then passed it within 12 minutes. Very little discussion. No public input - and the city attorney explained he was presenting it with no advance notice as an "emergency" measure so as to avoid any public notice of this law before it became law.
Of course, my question is - has the city attorney been unaware of the peoples vote since last November - 8 months ago? Could he not have brought this forward back last November?
But to the irony. Monday evening I spoke to the council and against the use $500,000 of Greenways Levy funds to replace the synthetic turf on civic field. One council member went into an angry one minute plus rant against citizens who wait till the last minute to voice objections to legislation. Never mind that this Greenways item was kept very quiet and out of sight and not made public until last Friday when the agenda was posted on the city website. I am apparently motivated by the "full moon" and was the only person to speak to the Greenway's issue. So, it was directed right at me. See below for link to the video.
Yes. How irresponsible for a citizen to not comment early before they even know a bill is on the agenda. But how appropriate for the city council to vote unanimously for legislation purposely kept secret until two hours into a meeting in the middle of the night.
My concern was the misspending of Greenways funds for normal city parks maintenance. If you are concerned with how Greenways funds are used, then Jack Weiss is worth listening to. He was the one vote against this misuse of Greenways funds - and spoke at length about how the fund has been abused and not exclusively used for greenways and trails as promised to voters.

Jack Weiss speaks 3 or 4 times during this discussion. Again, Jack is really worth listening to if you are concerned about Greenways funds.
I will be looking into more possible plans for unusual expenditures of the Greenways funds. Right now I am two days into trying to get a 15 minute interview with James King the Parks Director about a weird project. He shuffled me off to a staff member for some questions and has not responded to my repeated requests for an interview. Yes, mayor Kelli knows of this interview request. Gee, maybe I'll have to comment at the last minute about this at the next council meeting in order to get my requested information.
